Traits or Abilities Granted:
Manipulation of all water. Complete control enough to change the water's state of matter (Ice, water, steam.) and to move it, apparently by thought. This ability only seems to affect only the water the user touches or condensation expelled by his or her body (i.e. breath, sweat, urine, etc.). While the moisture in the air usually not enough for manipulation, sea spray and such can be used.

Should the user be blind, the fruit allows him to sense movement in the moisture in the air. In a thick mist, or out at sea where the vapor is stronger, this 'vision' allows him to see anyone clearly. This sight spans the distance of the mist, or shipwide if no mist is present at sea. Minimum sight is granted on land, allowing one to make out body shapes within a room. In arid environments like deserts, though, the Devil Fruit offers no capability for a second sight. Touching the water grants eyesight as good as any man's, but it can only detect incoming vessels or other objects in the water. The larger the ship, and the more water it displaces, the farther away the vessel can be sensed.

Doctor Nikelgeist often uses his abilities to augment and enhance his machines and vice versa.

Physical Appearance Changes (If Any): Highly saturated mist expels itself from the users body. Doc Geist's mouth, nose, and eye sockets expel large amount of this mist. Ice also forms in minute, but visible amount in the same general areas. Ghost-like is the only way to describe how Geist looks in this state.

Techniques:

I. -Can be used at any time.
II. -Can only be used when One with the Ocean. Any ability marked by I. can be used while One with the Ocean.

Geist's Mist
I. The user manipulates the state of the surrounding water to create obfuscating mist. This equates to roughly enough mist to obscure the user's body in a normal environment. At sea, the surrounding saltwater, sea spray, and natural humidity can create for immense clouds of mist that can be large enough to easily be mistaken for a natural fog bank.
II. Geist can create clouds of mist so large as to conceal a small fleet, only when he is One with the Ocean.

Note: Anything within the mist can be 'seen' by the Jouki Jouki no Mi's second sight.

Frigid Step
I. By collecting and freezing the water underfoot, the user can literally walk on water. At sea, where the air is thick with mist, one could even freeze water underfoot for midair acrobatics. Of course, this causes dangerous shards of ice to fall upon any unlucky victim. Despite the name Frigid Step, this technique can be used on his hands as well in order to scale the sides of vessels. When walking calmly across the calm ocean, he can keep this up indefinitely. In the air, it can only be used once every four posts. Should he be knocked in the water, he must freeze a greater amount of water in an instant. This means it can only be done again after a three post cooldown.
II. When One with the Ocean, Geist can use this same technique to encase the largest Marine Warship in ice, halting it indefinitely. This can only do once for a ship of that size, but multiple tiny vessels can be entrapped. Using this ability, one can create vast platforms in the ocean which border on small, temporary islands. This can be done once in the ten post limit. These platforms stay in place until they melt naturally, or are used by Doctor Geist.

Scalding Death
I. By concentrating the moisture in the air and superheating it, the Jouki Jouki no Mi user can shoot scalding vapor from his fingertips. The temperature reaches such a degree that it can boil the aqueous humor in the eyeball with a direct, prolonged, and point blank exposure. This, of course would cause the eyeballs of the victim to rupture and burst. Max effective range is one foot. The execution must be within an inch of the eyes to be effective. Due to the weak nature of the ability outside the execution, it can be used once per post.
II. Scalding Death sees a grand increase in combat effectiveness when Geist is using the sea to his advantage. The steam becomes more condensed and even hotter. The effect is similar to a shotgun or blunderbuss, creating a cone of superheated water stretching to a maximum of ten meters and one meter wide at its maximum. There is a cooldown of one post.

Arctic Arms
I. Freezing any large amount of water into weapons and equipment is child's play for a Jouki Jouki no Mi user. Poleaxes, knuckle dusters, and other melee weapons are easiest to make. Using ice to form a tube and using the force of steam to expel a projectile, the user can even create water based firearms. At maximum, Geist can create two weapons for a pair dual weapons. Can only be done again after two posts.
II. Cannons, every warship needs one. Or a dozen. Using the enhanced abilities granted by his second gear, Geist can form cannons and cannonballs from ice. Using steam, these ice cannons rival any steel and gunpowder cannons. Before the ten post limit, Doctor Geist can create seven cannons which stay in place until melted.

Kiss of Death

I. Similiar to Scalding Death, except this ability is used only for executions. Victims feel their lungs fill with shards of ice as the user breathes into the victim's mouth. Or they could feel their lungs expand with steam before bursting. As it can only be used for the finishing blow on an opponent, it can be used indefinitely.
II. Using the surplus of water fighting for control of Geist's lungs, he can use the exhaled vapor and water for combat. Using the breath, he can create vast ice shields for defense. Small shields can be created once every two posts, which means a one post cooldown. Covering his ship to defend from cannonballs leaves Geist unable to create any shields for four posts.

Becoming One with the Sea (Second Gear; II)
Water becomes like blood, pumping in and out of the body in this state. The Jouki Jouki no Mi user becomes one with the sea. Water flows into and out of the Geist's mouth, eye sockets, nose, ears, and any open wounds.

Psychological warfare is a valuable tool, and being One with the Ocean is a valuable weapon. Pouring water from every orifice and being waterlogged with no rival Doctor Nikelgeist resembles some ghoulish water-fiend. Vast amounts of steam rise from his body. The bloating and drying of random parts of his body from the manipulation of water creates a horrifying visage. In this form, Geist has been known to scare off the most steeled Marines with his gaping, soulless eyesockets and maniacal, gurgling screams.

This technique lasts for a maximum of ten posts, after which almost all the water is expunged from Doctor Nikelgeist. Combine this with the vast amounts of ocean salt left in his body, he becomes mummified. Still alive, his combat abilities are weakened as all his Jouki Jouki no Mi abilities are all used to restore balance to his body's water. If surrounded by water, it takes at least five posts to restore some balance. Becoming One with the Ocean can only be done once per battle.

You say you can manipulate the moisture in the atmosphere...That can be a bit godly. Please take that off.

In your first tech, you say you can create enough mist to hide a small fleet. Does that mean you can sense EVERYTHING in the mist you conjure up? Also include cool down for this.

The second tech, I will require that you include a cool down time. This will only apply when you do it in large scale, when you do it for mid-air acrobatics, or when you prevent yourself from FALLING into the ocean.

Third tech: Cool down...

Fourth Tech: Cool down...

Fifth: Cool down...

Your gear: I think cloning yourself is a bit too much. Please take that one off.

Other than that, everything seems in order...

I approve given that when you use Frigid Step in mid air, you will need a three post cool down also.
